Applying for wage guarantee
Wage guarantee is applied for using an official application form. You can choose either an electronic or paper application method.
The application must be completed carefully and, where possible, supported with documents related to the matter and the claims being applied for. It is particularly important to indicate in the application which claims have remained unpaid by the employer and are being applied for through the pay guarantee system. Different types of claims (e.g. wages, evening allowances, holiday pay) as well as claims relating to different pay periods must be itemised separately.
As a general rule, it is advisable, where possible, to attach documents such as the employment contract, any documents related to lay‑off or termination of employment, and payslips concerning the claims applied for. If you have work schedules related to the claims, please submit those as well. If you are applying for holiday‑related claims, it is recommended that payslips covering the entire holiday accrual year be submitted.
Electronic Application
Log in to the Regional State Administrative Agency’s e-service and fill in the application electronically.
Benefits of the electronic service:
- The application is sent immediately, and you receive a confirmation of receipt.
- You can add attachments later.
- You will receive email notifications about any requests for additional information.
- You can respond to requests for clarification directly in the e-service.
- The application can be cancelled electronically if needed.
- The decision will be delivered electronically.

Applying for wage guarantee without electronic application
If electronic submission is not possible, you can submit the application:
- by post to the KEHA Centre
- via the secure message service (requires registration; recipient: KEHA Centre, wage guarantee)
- in person at any KEHA Centre (Economic Development Centres service point) or employment authority service point
- in Åland Island, submit the application to the Development and Administration Centre
- from abroad, you can submit the application to a Finnish diplomatic mission

Wage Guarantee Deadlines
- Apply for wage guarantee no later than three months after the claim becomes due (e.g., payday or the end of employment).
- The deadline is set by law and cannot be extended – exceptions apply only in cases of serious crimes (e.g., human trafficking).
- You may submit the application immediately if wages or other employment‑related claims are not paid on the payday.
- The application must be submitted by 4:15 pm on the final day of the deadline.
- If the last day of the deadline falls on a weekend or public holiday, the application may be submitted on the next working day.
- Applications submitted after the deadline must be rejected by law.

Important Reminder After Submitting Your Application
Notify the wage guarantee authority without delay if
- your employer pays you the claimed wages – either in full or partially,
- you reach a settlement with your employer regarding a dispute related to the employment relationship, such as salary or termination.
An electronically submitted application can be cancelled via the e-service. Changes can also be reported, for example, by email.
